CommunityScale’s housing strategy work is the bridge from analysis to action. Every Housing Forecast or market study ends with a production target; every strategy engagement turns that target into a concrete list of things a community is going to do — and in what order, by whom, and paid for how. Strategies sit in the third phase of the three phases of local housing action framework, following assessment and diagnosis.
Strategies are evidence-based (grounded in the HNA and market work), locally calibrated (co-designed with staff and stakeholder bodies), and categorized so municipal teams can see which levers are regulatory, financial, programmatic, or partnership-driven. Every strategy recommendation is accompanied by implementation notes: authorizing authority, funding source, timeline, and measurable outcome.
