The City of Muskogee, Oklahoma launched a Housing Incentive Program in April, offering builders free or reduced-cost city-owned lots and infrastructure support of up to $10,000 per unit. The program targets three places: vacant lots in the Old Township neighborhoods, downtown, and new starter home subdivisions.
Those are the same three places our Comprehensive Housing Study recommended the City focus on when we delivered it in 2025. The city had been losing population for years while the surrounding region kept growing. That reframed the problem from attracting demand to rebuilding supply, and it pointed the recommendations toward infill on land the city already had.
Muskogee had also already set aside about $1 million for housing incentives. Housing work moves through phases, and the analysis is only the first of them. We have written before about the three phases of local housing action, and the hardest transition is almost always the one Muskogee just made, which is turning a set of recommendations into a program with a budget, a deadline, and an application form.
