Muskogee Comprehensive Housing Study

The City of Muskogee, Oklahoma wanted to catalyze new housing development and reverse years of population decline. CommunityScale completed a Comprehensive Housing Study for the City’s Economic Development Department to assess current housing conditions, identify needs, and recommend strategies for future development. The analysis revealed that the city’s decline was driven in large part by a loss of housing units rather than waning demand, reframing the local conversation around supply. Findings and recommendations, shared through an interactive project dashboard, were designed to guide policy decisions and housing strategies that enhance the community’s quality of life.

The City was interested in identifying ways to catalyze new housing development and reverse years of population decline. The study’s analysis revealed this decline as driven by a loss of housing units over time, not a lack of demand. Furthermore, the broader region has been experiencing growth for many years. Many of the study’s recommendations focused on positioning Muskogee to capture a greater share of this regional growth to drive housing development within City borders.

Line chart titled 'Muskogee growth projection under two scenarios: recent trends extended vs. capturing a share of regional market potential'. Observed population falls from about 16,000 in 2010 to 14,700 by 2025, then splits: trends extended continues down to roughly 13,500 by 2035, labeled the future without new action, while capturing market potential rises to about 18,000, labeled the future with the right policies and investments.

The housing study concluded with an action plan of strategies designed to catalyze housing development and investment across the city’s diverse neighborhoods.
